Daniel Carswell, Chief of Police
Chief of Police Daniel Carswell began his career as a Patrolman with the St. Augustine Beach Police Department in 2006. In 2012 he was promoted to the rank of Patrol Sergeant where he spent the next five years supervising the daily activities of a patrol shift and supervision of the department’s Filed Training Program. In 2017 he was promoted to the rank of Patrol Operations Lieutenant where he oversaw all patrol activities, agency training, special events, and internal affairs. During a leadership transition in 2020, he was selected as Interim Chief of Police. In March of 2021, Chief Carswell was officially selected by the commission to serve as the permanent Chief of Police of the St. Augustine Beach Police Department.
Chief Carswell has a Bachelor of Science Degree in Public Administration from Flagler College and a master’s degree in Public Administration from Barry University. He is a graduate from the Florida Department of Law Enforcement’s Senior Leadership Program and the Federal Bureau of Investigation’s Florida Executive Development Seminar.
T.G. Harrell, Commander
Commander T.G. Harrell started his law enforcement career in 1993 with the St. Johns County Sheriff’s office as a reserve deputy. In 1994 Commander Harrell was hired by the St. Augustine Police Department and remained there until March of 2002. After the events of 9/11 Commander Harrell went to work for The Department of Homeland Security as a Special Agent. In 2009 Commander Harrell took a position as an investigator with the State Attorney’s Office here in St. Johns County. Commander Harrell was assigned to the homicide unit for the bulk of his time there. Commander Harrell is also a veteran of the United States Air Force and the Florida Army National Guard. Commander Harrell took a position with the St. Augustine Beach Police Department in September of 2020 and is currently responsible for the overall patrol operations of the St. Augustine Beach Police which includes but is not limited to, patrol management, K9 Unit, secondary employment, internal affairs, agency fleet, special events and the field training/evaluation program. Commander Harrell has a Bachelor of Science Degree in Public Administration from Flagler College and Master of Public Administration Degree from Barry University.
Frankie Hammonds, Lieutenant
Lieutenant Frankie Hammonds began his career with the St. Augustine Beach Police Department in 2003 where he served as patrolman for 12 years. In 2015 he was promoted to Corporal and served in that position for one year. In 2016 he was promoted to the rank of Patrol Sergeant where he spent the next five years supervising the daily activities of a patrol shift. In 2021 he was promoted to the rank of Patrol Operations Lieutenant where he oversees all patrol activities, agency training, special events, and internal affairs.
During his tenure with the St. Augustine Beach Police Department, Lieutenant Hammonds has represented the agency as a member numerous specialty teams including, Tactical Flight Officer (TFO) with the St. Johns County Sheriffs Office Aviation Unit, Special Response Team (SRT) with the St. Augustine Police Department, Field Training Officer (FTO), and Honor Guard Team.
Lieutenant Hammonds has a Bachelor of Science Degree in Public Administration from Flagler College. He is a graduate from the Florida Leadership Academy and the Federal Bureau of Investigation’s Florida Executive Development Seminar.
Jackie Parrish, Administrative Manager
Administrative Manager Jackie Parrish began her career with the St. Augustine Beach Police in 2017. Parrish is an experienced non-sworn with over 6 years of service in Law Enforcement Administration. Parrish is currently responsible for the overall administrative operation of the St. Augustine Beach Police which include but is not limited to, records management, agency budget, and multiple computer programs. Additionally, she serves as the FDLE Terminal Tac Coordinator, FALCON Administrator, and department’s SMARTCOP liaison. Parrish supervises the agency’s crime prevention programs, volunteers and management of the Florida Law Enforcement Accreditation process.
Administrative Manager Parrish has an Associate of Science Degree from St. Johns River Community College and will complete her Bachelor of Science Degree in Public Administration in the fall of 2020 from Flagler College. She attended the Florida Police Chief’s Association Core Training Levels I and II for Administrative/Executive Assistants. She is highly trained and experienced in FEMA ICS process with 2 years of experience working at an Emergency Operation Center.
Administrative Manager Parrish is a dedicated member of the St. Augustine Beach Police Department and a strong commitment to her community. Parrish is happily married to her husband, who serves as a local firefighter in St. Johns County.
